If you don’t want to manually set the traffic light phase in this interchange. Then there is no problem (except this interchange won’t work to its full potential). This note is for player who are willing to manually set the traffic light phase.

You can set the traffic light phase by using this mod

For those who want to manually set the traffic light phase,
You can see the traffic light phase on the video. The intersection in the video is in the overpass, but it should be the same. The problem is if you want to set the traffic light phase, you need to delete the middle part of the highway, and after you try to connect them without using fine road height, it will look weird. So, you need to download fine road height mod here (http://steamcommunity.com/sharedfiles/filedetails/?id=413678178) and set it to elevated mode, then you’ll be alright.
